California GHG emissions standards

California Cal. Pub. Util. Code §8341 effectively requires the use of CCS at new coal plants by means of an emissions standard no higher than the rate of emissions of greenhouse gases for combined-cycle natural gas baseload generation, but which exempts captured and sequestered carbon dioxide.
