MODEL CLIMATE LAWS INITIATIVE

  • NEW – July 2025 – The Legal Pathways for Deep Decarbonization (LPDD) Project is now the Model Climate Laws Initiative. Through a new partnership, we are a joint initiative of the Sabin Center for Climate Change Law at Columbia Law School and Environmental Advocates NY. Read the Press Release announcing the new partnership and stay tuned for more updates!

  • This website is for legislators, advocates, educators, and all those at the federal, state and local levels who seek to achieve deep reductions in greenhouse gas emissions.

  • Our team has authored over 80 model laws that are a starting place for discussion and collaboration among elected officials, non-profit groups and the private sector.

  • To shortcut your research, we provide Top 10 Lists of some of the most interesting model laws and other resources for electric vehicles, public utility commissions, buildings and other topics.

  • Our database also compiles more than 2,000 other laws and resources that governments have adopted or proposed to reduce greenhouse gas emissions, organized by topic, jurisdiction, and location.

  • The Model Climate Laws Initiative outreach team actively works with NGOs, state and local government agencies and industry trade associations to respond to their issues and concerns.

Laws vary considerably from jurisdiction to jurisdiction. The model legal documents on this website are not specific to any jurisdiction. They should be viewed solely as a starting point for legislators, policymakers and interested stakeholders, and would need to be adapted and modified to the particularities of local, county, state, federal and other legal systems in consultation with an attorney licensed to practice and experienced in the drafting and enactment of legislation in that jurisdiction.
