Proposed HR 8, the North American Energy Security and Infrastructure Act of 2015

Proposed HR 8, the North American Energy Security and Infrastructure Act of 2015, would have prescribed requirements for: (1) concurrent federal and state hydropower license application reviews, (2) issue identification and resolution, (3) agency failure to meet schedules, (4) remote environmental surveys, and (5) application processing that allows an applicant to fund a third-party contractor to assist in reviewing the application.
