Portland’s Zero Emissions Delivery Zone
In 2023, the U.S. Department of Transportation awarded the Portland Bureau of Transportation (PBOT) a SMART Grant to pilot a Zero-Emission Delivery Zone and test digital infrastructure tools. This project will test different strategies to promote cleaner ways to deliver goods within the pilot area. With this project, Portland will become the first U.S. city to pilot implementation of a regulated Zero-Emission Delivery Zone.
This funding will allow PBOT to change three truck loading zones into “zero-emission vehicles only” loading zones within a proposed project zone in downtown Portland. Those who violate the rules will be subject to a parking citation.
The program was established under the Bipartisan Infrastructure Bill and distributed roughly $100 million for nearly 60 projects in 2022.
