EDF Report, Accelerating Zero Emissions Delivery

This white paper introduces the concept of a Zero-Emissions Delivery Zone (ZED Zone), a new innovative financing model that can accelerate commercial vehicle electrification. Taking a primarily business case approach focused on consortiums of cooperating shippers, the report also issues recommendations for state and local governments, including:

• Using the levers of government to focus zero-emission trucks where they can
  do the most good.
• Issuing maps of at-risk neighborhoods where ZEVs should be
  prioritized.
• Creating enabling policies such as access preferences for ZEVs and
  workforce development.
