Louisiana statute permitting eminent domain for CO2 pipelines

In 2009, HB 661 authorized parties injecting CO2 for geologic storage projects approved by the Louisiana Commissioner of Conservation to expropriate surface rights and other property interests to build CO2 pipelines where a price cannot be agreed upon with the owner.
