Florida Rules on Recovering Prudent Nuclear Costs

Florida Statutes § 366.93 provides for recovery of costs prudently incurred in the siting, design, licensing, and construction of new nuclear power plants. Under this authority, the PSC promulgated Rule 25-6.0423, which prescribes annual review for the “reasonableness” of projected pre-construction costs and “prudence” of actual pre-construction expenditures.
