Cash for Clunkers

The national Car Allowance Rebate System (“Cash for Clunkers”) authorized under the American Recovery and Reinvestment Act provided consumers a voucher for trading in an older and less fuel-efficient vehicle and purchasing a more efficient one. The Brookings Institution published an evaluation of the program’s efficacy in 2013.
