Bipartisan Policy Center report, Policies for a Modern and Reliable U.S. Electric Grid
The Bipartisan Policy Center released a 2013 report proposing a new federal backstop siting authority for transmission, allowing FERC to approve multistate transmission projects if a state siting authority denies, unreasonably delays, or cannot approve a project, and the project has been approved by another state.
