Wisconsin Public Service Commission

In Wisconsin, the Public Service Commission has exclusive jurisdiction over the siting of large electric generating facilities with nominal capacities over 100 MW. State certification preempts local regulation: if a large project certified by the PSC is “precluded or inhibited by a local ordinance, the installation and utilization of the facility may nevertheless proceed.”
