Washington. In Washington, the Energy Facility Site Evaluation Council has jurisdiction over all wind projects regardless of size. The local government (county and city) for a proposed project has a vote on the Council, but it is the Council, not the locality, that determines consistency with local plans and ordinances (RCW 80.50.030 (4)-(5)). An applicant can seek expedited treatment where the “environmental impact of the proposed energy facility is not significant or will be mitigated to a nonsignificant level” (RCW 80.50.075).
