Report, Massachusetts Microgrids

Harvard’s 2014 report, Massachusetts Microgrids: Overcoming Legal Obstacles, surveys the laws surrounding extending distribution systems and selling power to neighboring customers in Massachusetts. In synthesizing several codes (and barring innovative legal structures), it appears that the utility would have an effective veto over extending distribution within its service territory.
