Report, Beyond Carrots for Utilities: A National Review of Performance Incentives for Energy Efficiency

ACEEE has written a national review of performance incentives for energy efficiency, highlighting financial rewards or earnings opportunities to program administrators, utilities, and shareholders in return for the expansion of energy efficiency programs in the utility sector. These mechanisms address economic disincentives to energy efficiency traditionally faced by regulated utilities.
