Massachusetts’ Community Choice Aggregation
Mass. Gen. Laws ch. 164 §134 contains provisions for community choice aggregation in the state, adopting language from the enabling Utility Restructuring Act of 1997. The Department of Energy Resources prepared a guidebook for potential aggregators and communities to help understand the regulations and the process.
