Evanston IL Healthy Buildings Ordinance

The City of Evanston, Illinois, is the first government to pass a Building Performance Standard in 2025. The HBO will cover commercial and multifamily buildings over 20,000 square feet, condominiums over 50,000 square feet, and municipal buildings over 10,000 square feet. Evanston’s BPS will require these buildings to achieve two performance targets by 2050: zero on-site emissions and 100% renewable electricity procurement. The city estimates its BPS will cover roughly 500 large buildings. With these buildings accounting for an estimated 80% of Evanston’s GHG emissions, it is predicted that the HBO will cut the city’s emissions by as much as 45%.
