Requires not less than 35% of the investments through existing electric vehicles charging infrastructure funding streams to be deployed in underserved communities, as defined.

The bill also requires at least a quarter of certified electricians on publicly funded or authorized projects to have participated in an 18-hour course, known as the Electric Vehicle Infrastructure Training Program (EVITP). The skills requirement represents a broader effort by labor advocates to attach credentialing standards to jobs related to climate investment.
