USDA Energy Efficiency and Conservation Loan Program

The USDA’s Energy Efficiency and Conservation Loan Program provides direct loans to finance energy efficiency and conservation projects for commercial, industrial, and residential consumers in rural areas. Utilities can borrow money and relend it to developers that are working on distributed generation systems, demand side management, and other community energy efficiency measures. Agricultural banks, lending at the local level, are able to perform due diligence and share transaction costs.
