RAP’s Building Modernization Legislative Toolkit

The Regulatory Assistance Project, with collaborators at RMI, ACEEE, IMT, ReSolve and New Buildings Institute (NBI), have prepared a 2023 Building Modernization Legislative Toolkit. The toolkit is meant to provide a comprehensive legislative resource to legislators and other policymakers seeking to advance building modernization policies such as energy efficiency and electrification. The toolkit provides high level policy overviews and legislative options to advance building policy in the following areas:

  • Access to Decision-Making
  • Weatherization and Home Retrofit
  • Funding and Finance
  • Codes and Performance Standards
  • Electric and Gas Regulation
  • Workforce Development
