Oregon’s Urban Growth Boundary Plan

The state of Oregon’s Urban Growth Boundary Plan requirements protects rural agricultural and forestlands outside the boundary. To meet the requirements of SB 100 (1971), the Columbia Region Association of Governments proposed an urban growth boundary for the Portland region in 1977. Since that time, the urban boundary has been changed about three dozen times.
