Minnesota Order Establishing Carbon Costs in Resource Plans

Minnesota Statute § 216B.2422 Subdivision (3)(a) directs the PUC to “quantify and establish a range of environmental costs associated with each method of electricity generation,” which utilities are directed to “use … when evaluating and selecting resource options in all proceedings before the commission.” The Minnesota PUC published a 2018 Order establishing a range of $9.05 to $43.06 per short ton of CO2 e, which will be used by 2020 in evaluating and selecting resource options in all commission proceedings.
