LPDD Model Law: Requiring Cumulative Impact Analysis to Renew Permit of Covered Facility in an Environmental Justice Area
This model law addresses the issue of multiple pollution sources and environmental stressors affecting communities. A single source of pollution can cause severe health consequences, and when combined with others, it amplifies the risks. This bill recognizes the disproportionate burden on low-income communities and communities of color by requiring the state environmental protection agency to identify and publish a list of areas disproportionately burdened by environmental hazards and limited participation in decision-making processes.
