Hawaii’s Proposed SB 698

In 2015, Hawaiian legislators considered a bill to prevent the state Public Utility Commission from approving a power purchase agreement if the agreement prohibits the sale of renewable energy to third parties or requires utility consent for such sales, particularly where the purpose of the sale is to convert renewable energy to chemical or thermal energy.
