Connecticut’s Performance-Based Regulation Order

In April 2023, the Connecticut Public Utilities Regulatory Authority (PURA) issued a Final Decision as part of its investigation into a Performance-Based Regulation (PBR) framework for the state’s electric utilities. This framework sets the stage for the state to move away from traditional, cost-of-service utility ratemaking, and towards incentivizing utilities for hitting certain performance targets. Targets that regulators will seek to financially incentivize include GHG reduction and social equity.
