California’s Endorsement of a Fossil Fuel Nonproliferation Treaty

Through SJR 2, the California legislature made a significant show of public support for the United States to endorse an international Fossil Fuel Nonproliferation Treaty. The resolution supports a global framework for managing fossil fuel production, first by stopping expansion and then phasing out coal, oil, and gas. It also looks to protect the most impacted workers and local government services through the energy transition. The Fossil Fuel Non-Proliferation Treaty has been formally called for by Vanuatu at COP 27, in addition to public endorsements from the World Health Organization, the European Parliament, the Vatican, and over 70 cities and subnational governments.
