California In-Use Emissions Testing Requirements

California passed a heavy-duty vehicle inspection program in 2014 that requires trucks to comply with a random roadside in-use emissions testing program to verify that diesel engines do not smoke excessively and are tamper free. It is a model program for states to adopt to go beyond federal CAA regulation.
