California ETS Border Carbon Adjustment

California’s emissions trading system requires carbon border adjustments for imports of electricity from jurisdictions without a carbon trading framework. First deliverers of imported electricity are liable for the emissions associated with electricity generated in sources outside California, provided that state does not have an ETS linked to California’s one (CARB (2011), §95852(b)).
