Renewable Fuel Standards

MCLI Recommendation: “Congress should amend the RFS to move away from promoting cellulosic ethanol—for the reasons stated above— by reducing applicable ethanol blending volumes and increasing volume mandates for biomass-based diesel. Congress should reform the 2010 RFS to move from an absolute volume of mandated production to a percentage of final demand, which will be necessary as overall gasoline demand declines due to the improvements in the transportation sector. Congress should reform the RFS approach to include a multiplier for per-unit emissions reductions.”
